VACANCY    :                  Head of Department /Finance Department                

Duty station:                 Electoral Commission Headquarters

Directorate :                  Finance & Administration

   Reports to    :                  Director Finance and Administration

Tenure        :                  Four years (Renewable) contract

Salary Scale:                 ECS2 (FIXED)

Job purpose:

To assist the Accounting Officer, through the Director, Finance and Administration in discharging the duties prescribed under the Public Finance Management Act in order to ensure proper use and accountability for resources.

 

Key Tasks:

  1. Reviewing and forwarding payments for approval;
  2. Maintaining proper books of accounts and the relevant supporting document including the safe custody of such documents;
  3. Timely preparation and submission of financial statements and reports to the Accountant General and Auditor General;
  4. Attending management meetings and advising on financial matters;
  5. Provide timely, accurate and reliable financial information to support management decision making process;
  6. Follow up on audit queries and implementation of audit recommendations;
  7. Monitor commitments, expenditures, appropriations, accounts receivables and revenues within the vote and taking corrective action where necessary;
  8. Ensuring compliance with financial manuals, policies, computerized GFMIS, instructions and circulars;
  9. Managing, supervising and appraising staff in the finance department;
  10. Supporting and coordinating internal and external audits;
  11. Preparing and submitting an annual report on performance of duties to the Accountant General;
  12. Performing any other financial management duties as assigned.

 

Minimum Academic Qualifications

An Honors Bachelor’s Degree in Commerce or Finance and Accounting or Finance or Business Administration or a related field from a recognized University/Institution and full professional qualification in either CPA or ACCA and membership to the ICPAU.

Minimum Working Experience

Ten (10) ten years relevant working experience at least three (3) of which should have been served at the level of Principal Election Officer in Electoral Commission/Finance or equivalent level of relevant experience in in a reputable organization.

Skills and Competences

  1. Proficiency in the use of MS Suite and other applicable statistical software;
  2. Ability to use e-government platforms;
  3. Ability to plan, organize, and coordinate the work of staff engaged in electoral activities;
  4. Ability to compile and analyze data and prepare comprehensive reports;
  5. Ability to express ideas clearly and concisely, both orally and in writing;
  6. Ability to establish and maintain effective working relationships and interact with different stakeholders;
  7. Ability to observe and maintain confidentiality in the performance of duties;
  8. High integrity;
  9. Knowledge of government policies and administrative procedures;
  10. Well developed interpersonal skills and capable of working well as a member of the organization’s senior management team.

VACANCY    :        Principal Election Officer/Election Management                              

   Duty station:         Electoral Commission Headquarters

Directorate :        Operations

   Reports to    :        Head of Department/Election Management

Tenure        :        Four years (Renewable) contract

Salary Scale:        ECS3

 

Job purpose:

To assist the Head of Department in supervising and coordinating information flow from

other departments within the institution to aid in preparing for and carrying out a free and

fair election.

Key Tasks:

The incumbent will report to the Head of Department/Election Management in performing the following duties:

  1. Supervising and appraising subordinate staff;
  2. Assisting the Head of Department in the day to day running of the department;
  3. Identifying departmental training needs;
  4. Responsible for compiling departmental reports and preparing departmental budgets;
  5. Secretary to Directorate meetings;
  6. Designing control systems for materials used in nominations and elections;
  7. Supervising the printing, production and proof reading of ballot papers;
  8. Monitoring and evaluating election activities;
  9. Supervising the packing of polling kits;
  10. Executing other official tasks as may be assigned from time to time.

 

Minimum Academic qualifications

An Honors Bachelor’s Degree in Statistics, Business Administration, Economics, Information Technology, Development Studies, Law or a related field from a recognized University/Institution.

A Post Graduate Diploma in any of the above disciplines or a closely related field obtained from a recognized University/Institution.

Minimum Working Experience

Six (6) years relevant working experience at least three (3) of which should have been served at the level of Senior Election Officer in Electoral Commission or equivalent level of relevant experience in in a reputable organization.

Job purpose:

To enhance and coordinate all operational activities in an EC Regional Office/field, with the aim of providing services for elections nearer to the public in the most cost effective manner.

Key Tasks:

The incumbent will report to the Head of Department/Field Operations in performing the following duties:

  1. Supervising and appraising Electoral Commission staff within the region;
  2. Coordinating and ensuring timely implementation of electoral programs/activities within the region;
  3. Inspecting, on a regular basis, the operations of field offices within the region;
  4. Assisting in planning and reviewing operational procedures for field activities and operations and coordinating their implementation;
  5. Analyzing data from districts within the region and taking remedial measures where necessary;
  6. Preparing monthly and quarterly operational reports to the Head of Field Operations Department;
  7. Advising on issues involving conduct of electoral activities within the region;
  8. Taking charge of the Commission’s property within the region;
  9. Coordinating information flow between the Electoral Commission headquarters, district staff and stakeholders within the region;
  10. Building confidence and trust in the Electoral Commission and electoral process through increased interaction with stakeholders in the region;
  11. Executing other official tasks as may be assigned from time to time.

 

Minimum Academic qualifications

An Honors Bachelor’s Degree in Humanities or Law or Business Administration or a related field from a recognized University/Institution.

A Post Graduate Diploma in a Management related field obtained from a recognized University/Institution.

Minimum Work Experience

Three (3) years relevant working experience served at the level of Election Officer in Electoral Commission or equivalent level of relevant experience in management, operations or field related activities in a busy and reputable organization.

Job purpose:

To enhance and coordinate all operational activities in an EC District office/field, with the aim of providing services for elections nearer to the public in the most cost effective manner.

Key Tasks:

  1. Updating the Voters Register;
  2. Ensuring timely implementation of electoral activities in the district in accordance with the electoral timelines;
  3. Drawing and implementing work plans for the District Electoral Commission office;
  4. Ensuring safe custody of District Electoral Commission equipment, assets and reusable materials;
  5. Supervising and appraising Electoral Commission staff within the respective district;
  6. Accounting for District Electoral Commission funds and producing regular financial and activity reports;
  7. Attending to public enquiries on Electoral Commission related matters within the respective district;
  8. Sensitizing the public on Electoral Commission through voter education and publicity;
  9. Executing other official tasks as may be assigned from time to time.

Minimum Academic qualifications

An Honors Bachelor’s Degree in Humanities or Law or Business Administration or a related field from a recognized University/Institution.

A Post Graduate Diploma in a Management related field obtained from a recognized University/Institution is an added advantage.

Minimum Working Experience

Three (3) years relevant working experience in Electoral Commission served at the level of Election Officer/Assistant District Registrar or equivalent level of relevant experience in management, operations or field related activities in a busy and reputable organization.
