Voter Education Outreach Program

Women groups in Iganga district were sensitized.

The Electoral Commission is established under Article 60 and mandated under Article 61 of the Constitution of the Republic of Uganda 1995 (as amended) to organize, conduct and supervise regular, free and fair  Elections and Referenda. The Commission is further empowered under the same Article to formulate and implement voter education programs relating to elections.

The Electoral Commission is conducting continuous voter education through outreach programs in Educational Institutions, Industries/Factories and targeted groups of Stakeholders throughout the country to enhance people participation in the electoral process.

The following are the objectives of the voter education outreach program:

  1. To enhance voter participation in the electoral activities.
  2. To utilize appropriate channels in the conduct of continuous voter education.
  3. To take voter education services nearer to the people.
  4. To create awareness on the electoral process through massive sensitization of stakeholders.

The Commission is targeting the different categories of stakeholders in the dissemination of voter education Information that include among others;

Outreach for students of Bishop wills Teachers’ Training College, Iganga

  • Members of Parliament,
  • Civil Servants,
  • District, Municipality, Town and Sub county Council members,
  • Business Community
  • Market vendors
  • Boda Boda Riders’ Associations,
  • Community women groups (CBOs),
  • Savings and Credit cooperatives (SACCOs),
  • Religious leaders and congregations,
  • Cultural Leaders,
  • Opinion Leaders,
  • Special Interest Groups (SIGs)
  • Civil Society Organizations (CSOs),
  • Political Parties/Organizations,
  • Security Personnel,
  • Uganda Tax and Drivers Associations,
  • Village and Parish committees,
  • Industry/Factory workers,
  • Youth in Institutions of Higher Learning, Secondary, Primary schools,
  • Electoral Management Bodies in the Institutions of Higher Learning,
  • Football Teams/Sports Academies/Associations, Drama Groups,
  • Fishing Communities/Farmers cooperatives.

The Commission is using the highlighted ways in delivering voter education information to stakeholders;

  1. Face to face interaction with identified groups
  2. Conducting sensitization sessions in educational Institutions,
  3. Holding stakeholder sensitization workshops, seminars,
  4. Conveying sensitization messages in places of worship, Council meetings, community ceremonies and gatherings,
  5. Scheduling sensitization sessions in Industries, Factories meeting workers,
  6. Conveying voter education messages to the public through Community Radios,
  7. Distribution of voter education materials such as Voter Education Handbooks, Brochures, Fliers and Posters.
  8. Conducting Radio talk shows
  9. Participating in public exhibitions.

THE ROLE OF STAKEHOLDERS IN THE CONDUCT OF VOTER EDUCATION OUTREACH PROGRAMS

  1. To mobilize and guide Citizens to embrace voter education outreach programs
  2. To support the voter education outreach programs (media, CSOs and Political Parties/Organization).
  3. To take an initiative and call upon Electoral Commission to conduct voter education in their Organizations, Institutes, industries and Factories.
  4. To promote public confidence in the electoral process (Media, CSOs and Political Parties and Organizations).

The Electoral Commission appeals to the Public therefore, to embrace the voter education outreach program to enhance their awareness and participation in the electoral process.
