Guidelines for verification of supporters of nomination of presidential candidates October 2020

Receiving of lists of Supporters at the Electoral Commission before nomination days

  • Aspiring candidates shall submit lists for at least 98 Districts for which they have collected a minimum of one hundred signatures. N.B: Districts with less 100 signatures shall not be accepted
  • The receiving Officer shall ascertain that a district submitted has a minimum of particulars of 100 supporters
  • An acknowledgement form duly signed by the receiving officer and the Candidate/Candidate’s Agent shall be issued to the candidate or his agent.
  • Intending candidates shall appoint persons in writing to deliver the lists of supporters if the delivery is not done by the aspiring candidates themselves. The appointed persons shall indicate their telephone contacts and physical address.

N.B: Acknowledgement of receipt of lists of supporters does not constitute a certificate of compliance with sec 10(1)(b) and 10(3) of the Presidential Elections Act 2005.

Verification of Supporters in accordance with section 10(3)

The following variables shall be verified

  • Voter registration number (Personal Identification Number)
  • Names of the registered voter supporting the nomination
  • Physical Addresses of the registered voters
  • Existence of signature of the registered voter

Method of Verification of particulars of voters supporting the nomination

Verification shall be done online following the steps below;

STEP I

  • Type in the initials of the candidate in the field provided on the verification form
  • If the field for candidate’s initials is filled, place a cross “X” against the voter’s particulars on the supporters form and indicate the reason behind the supporters form.
  • If the field for candidate’s initials is not filled yet, proceed to step 2 of verification

STEP2:

  • Ensure that the voter registration number corresponds with the particulars of the voter i.e. names and district of registration
  • If the variables in (i) above correspond, place a tick against the particulars of the voter on the supporters form with a red pen
  • If the variables do not correspond, place a cross “X” against the particulars of the voter on the supporters form with a red pen and indicate the reason behind the supporters form.

 

Confirmation that an aspiring candidate has at least 100 signatures

  • Verification for a district shall stop after particulars of 100 supporters have been ticked off.
  • Verification of supporters of an aspiring candidate shall stop and be concluded if 100 supporters from each of at least 75 districts have been ticked off. In this case, the aspiring candidate shall be issued with a certificate of compliance with section 10(1)(b) and 10(3) of the Presidential Elections Act, 2005. Otherwise, the candidate shall be notified officially of the deficiency.

Appointment of Polling Date for Presidential Elections 2021

Following the conclusion of the above nomination exercise, the Electoral Commission has appointed the period from 9th November 2020 until 12th January 2020 for the purpose of conducting candidates’ campaign meetings for Presidential Elections, 2021. The Electoral Commission has further appointed 14th January 2020 as the polling date for Presidential Elections 2021.

Preparations for Nomination of Candidates for Presidential Elections 2021

The Electoral Commission appointed Monday 2nd and Tuesday 3rd November 2020 as the dates for nomination of candidates for Presidential Elections, 2021. The nomination exercise will be conducted at Kyambogo University Sports Grounds, starting at 9:00am and ending at 5pm on each of the appointed dates. 

A person aspiring for nomination as Presidential Candidate shall be a citizen of Uganda by birth, a registered voter, of 18 years and above. He/she shall submit certified copies of educational qualifications confirming that he/she obtained a minimum formal education of Advanced (A) Level or its equivalent.

The candidate’s nomination shall be supported by not less than one hundred (100) persons who are registered voters, from not less than ninety-eight (98) districts, which form two thirds (2/3) of all the districts of Uganda.

Campaign and Polling Dates for 2021 General Elections

The Electoral Commission conducted the nomination of candidates for Local Government Councils and Parliamentary Elections, from 21st September to 5th October and on 15th and 16th October 2021, respectively. The nomination exercise attracted a high number of aspirants who include party-sponsored candidates and independents. The Commission is compiling the details of all nominated candidates and will publish the results in due course.

Guidelines for Nomination of Candidates for Parliamentary Elections 2021

The Electoral Commission has appointed Thursday 15th and Friday 16th October 2020 as the dates for nomination of candidates for Parliamentary Elections 2021. The nominations shall be conducted at the respective district/city headquarters across the country, beginning at 9:00am and ending at 5:00pm on each of the appointed dates. An aspiring candidate for Member of Parliament shall be a citizen of Uganda and a registered voter.

Revision of Dates for Nomination of Candidates for Parliamentary Elections 2021

Following presentations from various stakeholders including the Parliament of Uganda on the above subject matter, the Electoral Commission has revised the programme for the nomination of candidates for Parliamentary Elections 2021, from Monday 12th and Tuesday 13th 2020, to Thursday 15th and Friday 16th October 2020.

The nominations shall be conducted at the respective District/City headquarters across the country, beginning at 9:00am and ending at 5:00pm on each of the appointed dates.

The Electoral Commission urges all aspiring candidates in the above electoral process to carefully note the above revised programme and to prepare for nominations in accordance with the guidelines issued for the exercise.

Extension of Period for Nomination of Candidates for Local Government Councils Elections

Due to high numbers of aspirants at the nomination centers since the beginning of the exercise, and in accordance with the powers vested in the Commission under Section 50 of the Electoral Commission Act, the Electoral Commission has taken a decision to extend the nomination exercise, which was scheduled to close on Thursday 1st October 2020, for four (4) more days, that is, from Friday 2nd October to Monday 5th October 2020, including Saturday and Sunday, after which, there will be no further extension.
