The Electoral Commission is mandated under Article 61 of the 1995 Constitution of the Republic of Uganda to:
1. ensure that regular, free and fair elections and referenda are held;
2. organise, conduct and supervise elections and referenda in accordance with the Constitution;
3. demarcate constituencies in accordance with the provisions of the Constitution;
4. formulate and implement voter educational programmes related to elections;
5. compile, maintain, revise and update the voters’ register;
In accordance with Section 26 of the Parliamentary Elections Act, the Electoral Commission has appointed Tuesday 22nd and Wednesday 23rd December 2020 as dates for conducting fresh nomination in the electoral areas where death occurred of a nominated candidate.
The Electoral Commission has taken note of the arrest of Presidential Candidate Kyagulanyi Robert Ssentamu of the National Unity Platform (NUP) Party, allegedly for violating the Guidelines issued regarding the conduct of Presidential Campaign Meetings.
The Commission has also noted media statements indicating that some Presidential Candidates have suspended their campaign programmes as a result of the above arrest. We wish to advise any such Candidates to officially address the changes in their respective campaign programmes to the Electoral Commission.
The Commission has further noted that some members of the public have reacted to the said arrest by engaging in acts of protests, violence and confrontation with law enforcement and other security agencies which has caused unease and tension among the general public.
The Electoral Commission has taken up the matter of the arrest of Candidate Kyagulanyi with the relevant authorities. Accordingly, we appeal to the public to remain calm and restrain from engaging in acts of lawlessness, that may result in destruction of property and loss of life, as already witnessed.
In the meantime, the Commission wishes to caution and warn all candidates for whichever elective position to desist from holding their campaigns in a manner that violates the Guidelines regarding the conduct of campaign meetings.
We reiterate that it is a violation of the Campaign Guidelines for a candidate and his/her agents to mobilize and/or encourage supporters to gather at campaign venues in large numbers in contravention of The Public Health (Control of COVID-19) (Amendment No.3) Rules, 2020, issued on 9th November 2020, which provides that gatherings for purposes of political meetings should not exceed two hundred (200) persons.
Candidates’ campaign meetings for Presidential, Parliamentary and Local Government Councils Elections commenced on Monday 9th November 2021, across the country.
The Electoral Commission wishes to appreciate candidates who have organised and conducted public meetings in accordance with the Guidelines and Standard Operating Procedures (SOPs) for conducting campaigns in a COVID-19 environment.
The Commission has, however, noted with concern that some candidates, including Presidential candidates, are holding their campaigns in a manner that violates the Guidelines for Conduct of Campaign Meetings

Following the conclusion of the above nomination exercise, the Electoral Commission has appointed the period from 9th November 2020 until 12th January 2020 for the purpose of conducting candidates’ campaign meetings for Presidential Elections, 2021. The Electoral Commission has further appointed 14th January 2020 as the polling date for Presidential Elections 2021.
The Electoral Commission appointed Monday 2nd and Tuesday 3rd November 2020 as the dates for nomination of candidates for Presidential Elections, 2021. The nomination exercise will be conducted at Kyambogo University Sports Grounds, starting at 9:00am and ending at 5pm on each of the appointed dates.
A person aspiring for nomination as Presidential Candidate shall be a citizen of Uganda by birth, a registered voter, of 18 years and above. He/she shall submit certified copies of educational qualifications confirming that he/she obtained a minimum formal education of Advanced (A) Level or its equivalent.
The candidate’s nomination shall be supported by not less than one hundred (100) persons who are registered voters, from not less than ninety-eight (98) districts, which form two thirds (2/3) of all the districts of Uganda.
The Electoral Commission conducted the nomination of candidates for Local Government Councils and Parliamentary Elections, from 21st September to 5th October and on 15th and 16th October 2021, respectively. The nomination exercise attracted a high number of aspirants who include party-sponsored candidates and independents. The Commission is compiling the details of all nominated candidates and will publish the results in due course.

The Electoral Commission informs the general public and particularly members of Youths electoral college, that the elections of District and City Youth Committees, which were scheduled to be conducted on Friday 16th October 2020, have been postponed to Monday 19th October 2020. The postponement has been made to enable smooth conduct of nomination of candidates for Parliamentary Elections, which will be conducted on 15th and 16th October 2020, at the respective District/City Headquarters.
The Electoral Commission has appointed Thursday 15th and Friday 16th October 2020 as the dates for nomination of candidates for Parliamentary Elections 2021. The nominations shall be conducted at the respective district/city headquarters across the country, beginning at 9:00am and ending at 5:00pm on each of the appointed dates. An aspiring candidate for Member of Parliament shall be a citizen of Uganda and a registered voter.
Following presentations from various stakeholders including the Parliament of Uganda on the above subject matter, the Electoral Commission has revised the programme for the nomination of candidates for Parliamentary Elections 2021, from Monday 12th and Tuesday 13th 2020, to Thursday 15th and Friday 16th October 2020.
The nominations shall be conducted at the respective District/City headquarters across the country, beginning at 9:00am and ending at 5:00pm on each of the appointed dates.
The Electoral Commission urges all aspiring candidates in the above electoral process to carefully note the above revised programme and to prepare for nominations in accordance with the guidelines issued for the exercise.
