The Electoral Commission, established under Article 60 of the Constitution of the Republic of Uganda and mandated to conduct public elections and referenda, invites applications from suitably qualified persons to fill the following vacant positions within its establishment.

VACANCY : Director/Finance and Administration Duty station: Electoral Commission Headquarters
Directorate : Finance & Administration
     Reports to : Secretary/Electoral Commission
Tenure : Four years (Renewable) contract
Salary Scale: ECS1
 
Directly supervises: Heads of Department; Finance, Administration, Human Resource, Planning and Research, and Principal Election Officer/Stores.
Job purpose: To provide strategic leadership in developing, reviewing, monitoring and implementing policies, plans, strategies and programs of the organization and ensuring proper use and accountability for resources.
 
Key Tasks:
The incumbent will report to the Secretary/Electoral Commission in performing the following duties:
1. To advise the Secretary, Electoral Commission/Accounting Officer on matters pertaining to strategic human and financial resources;
2. To provide guidance on overall Government Policy direction on Administration, Finance, Human Resource, Research and Planning;
3. To initiate development/formulation of strategic plans and other policy papers.
4. To issue guidelines on the interpretation and implementation of policies, laws, standards and other related matters and their relation with the organization;
5. To ensure proper expenditure and accountability for funds utilized in the organization;
6. To develop, mentor, motivate subordinate staff and evaluate their performance;
7. To oversee the maintenance of appropriate systems for measuring performance within the directorate such as regular appraisal meetings, monthly progress reports and monitor, measure and report on directorate issues, opportunities, achievements and work plans within agreed formats and time frames; 
8. To promote work and professional ethics by upholding and encouraging the highest standards (professional and work ethics) to promote a good image of the organization;
9. Ensuring proper accountability for all resources allocated for proper functioning of the organization; and
10. Benchmarking best practices and designing interventions to improve service delivery.
 
Job and Person Specification
 
(a) Academic qualifications
i. An Honors Bachelor’s Degree in any of the following: Commerce, Finance, Business Administration, Social Sciences, Development Studies, Management Science, Law or a related field from a recognized institution.
ii. A Masters Degree in Finance, Business Administration, Public Administration, Public Sector Management, Management Studies or a closely related field from a recognized institution.
 
 
(b) Work Experience
At least ten (10) years work experience in public finance or public administration, at least four (4) of which should have been served as Head of Department or managerial level in the public sector or equivalent level of experience from a reputable and large organization.
 
(c) Competences
 
Technical Competences
1. Ability to build capacity through coaching, counseling, rewards, reinforcement of positive behavior and design of planning systems;
2. Thorough understanding of the relationships and linkages between various departments and ability to utilize them for overall effective performance;

VACANCY : Head of Department/Election Management Duty station: Electoral Commission Headquarters
Directorate : Operations
Reports to : Director/Operations
Tenure : Four years (Renewable) contract
Salary Scale: ECS2
 
Directly supervises: Principal Election Officer/Election Management
    
Job purpose: To supervise and coordinate information flow from other departments within the institution to aid in preparing for and carrying out a free and fair election.
Key Tasks:
 
The incumbent will report to the Director/Operations in performing the following duties:
1. Supervising and appraising departmental staff;
2. Chairing departmental meetings;
3. Planning and budgeting for departmental programs.
4. Responsible for processing and preparing new administrative units for elections;
5. Providing support supervision and technical guidance during demarcation of electoral areas and reorganization of polling stations;
6. In-charge of nomination processes; data, forms and returns;
7. Managing and taking custody of election results;
8. Responsible for packing of the polling kit and working out its distribution plan;
9. Designing and supervising ballot paper production;
10. Working out specifications and quantities of polling materials; 
11. Liaising with Returning Officers on matters related to nominations, candidates’ meetings and election results.
 
Job and Person Specification
 
(a) Academic qualifications
i. An Honors Bachelor’s Degree in any of the following: Statistics, Business Administration, Economics, Information Technology, Development Studies, Law or a related field from a recognized awarding institution.
ii. A Masters Degree in any of the above disciplines or a closely related field obtained from a recognized institution.
 
(b) Work Experience
A minimum of eight (8) years work experience in Electoral Commission at least four (4) of which should have been served at the level of Senior Election Officer or above and/or four (4) years of performing duties related to policy development, planning, data analysis, research, monitoring and evaluation in government or a reputable organization.
 
(c) Skills and Competences
 
1. Proficiency in the use of MS Suite and other applicable statistical software;
2. Ability to use e-government platforms;
3. Ability to plan, organize, and coordinate the work of staff engaged in field electoral activities;
4. Ability to compile and analyze data and prepare comprehensive reports;
5. Ability to express ideas clearly and concisely, both orally and in writing;
6. Ability to establish and maintain effective working relationships and interact with different stakeholders;
7. Ability to observe and maintain confidentiality in the performance of duties;
8. High integrity;

VACANCY : Head of Department/Planning and Research Duty station: Electoral Commission Headquarters

Directly supervises: Principal Election Officer/Planning and Research
    
Job purpose: To coordinate research activities in the Commission for purposes of enriching decisions made during election preparation.
 
Key Tasks:
 
The incumbent will report to the Director/Finance and Administration in performing the following duties:
1. Chairing Departmental meetings.
2. Supervising and appraising departmental staff;
3. Planning and budgeting for departmental programs.
4. Responsible for adequate and strategic planning of election activities and programs;
5. Coordinating planning activities for mobilization and effective utilization of resources;
6. Initiating and providing guidance and coordinating the development and formulation of plans, monitoring and evaluation of research activities;
7. Coordinating the monitoring and evaluation of election programs and activities;
8. Coordinating the development and implementation of planning and research programs;
9. Receiving performance reports, forecasts and programs from other departments and collating, analyzing and integrating them into a general plan for the Commission;
10. Keeping staff in the entire Commission informed of schedules of activities in order to ensure that targets are met.
11. Liaising with relevant Ministries, Departments and Agencies to synchronize the Commission’s plans with other relevant sectoral and country-wide plans.
12. Soliciting for election oriented materials, maintaining and improving the library and ensuring the optimum utilization of the Library and Resource Centre, including data archives.
13. Ensuring prompt special investigations into all cases of alleged malpractices and liaising with the Legal Department for determination of such cases.
 
Job and Person Specification

i. An Honors Bachelor’s Degree in any of the following: Economics, Statistics, Business Administration or a related degree in policy studies from a recognized awarding institution.
ii. A Masters Degree in Economic Policy and Planning, Economic Policy and Management, Monitoring and Evaluation, Statistics, Economics or a closely related field obtained from a recognized institution.
 
(b) Work Experience
 
A minimum of eight (8) years work experience in Electoral Commission at least four (4) of which should have been served at the level of Senior Election Officer or above and/or four (4) years of performing duties related to policy development, planning, data analysis, research, monitoring and evaluation in government or a reputable organization. 
 
(c) Skills and Competences

VACANCY : Principal Election Officer/Election Management   
Duty station: Electoral Commission Headquarters
Directorate : Operations
Reports to : Head of Department/Election Management

Salary Scale: ECS3
    
Job purpose: To assist the Head of Department in supervising and coordinating information flow from other departments within the institution to aid in preparing for and carrying out a free and fair election.
 
Key Tasks:
 
The incumbent will report to the Head of Department/Election Management in performing the following duties:
1. Supervising and appraising subordinate staff;
2. Assisting the Head of Department in the day to day running of the department;
3. Identifying departmental training needs;
4. Responsible for compiling departmental reports and preparing departmental budgets;
5. Secretary to Directorate meetings;
6. Designing control systems for materials used in nominations and elections;
7. Supervising the printing, production and proof reading of ballot papers;
8. Monitoring and evaluating election activities;
9. Supervising the packing of polling kits.
 
Job and Person Specification
 
(a) Academic qualifications
 
i. An Honors Bachelor’s Degree in any of the following: Statistics, Business Administration, Economics, Information Technology, Development Studies, Law or a related field from a recognized institution.
 
ii. A Post Graduate Diploma in any of the above disciplines or a closely related field obtained from a recognized institution.
 
(b) Work Experience
 
A minimum of six (6) years work experience in Electoral Commission at least three (3) of which should have been served at the level of Election Officer or above and/or three (3) years of performing duties related to policy development, planning, data analysis, research, monitoring and evaluation in government or a reputable organization.

1. Proficiency in the use of MS Suite and other applicable statistical software;
