More.... 18/08/2009 LAUNCH OF THE INTEGRATION OF VOTER EDUCATION INTO FUNCTIONAL ADULT LITERACY CURRICULUM On Monday, 17th August, 2009, the State Minister of Gender, Labour and Social Development, Hon. Suleiman Madada opened a workshop at Colline Hotel Mukono in which his Ministry and Electoral Commission will work out modalities of integrating Voter Education into Functional Adult Literacy (FAL) programmes in the country. Hon. Madada hailed the initiatives which he said, would go along way in capturing adult learners and other disadvantaged groups into the electoral process. The Minister assured the EC and stakeholders of Government’s support towards Community Education programmes through his Ministry. Commissioner Tom Buruku in his remarks on behalf of Chairman Electoral Commission, Eng. Dr. Badru .M. Kiggundu, hailed the support of the European Union and highlighted the benefits of the integration as follows;

Eng. Dr. Kiggundu made the statement following receipt of complaints from the public that some people in Rubaga Division, Kampala District, where a by-election for Division Chairperson is scheduled to take place, registered twice and also possess more than one voter’s card. He clarified that as far as the Commission is concerned, the primary document to allow one vote is the photo-bearing voters register at the polling station on polling day. Eng. Dr. Kiggundu further said that all registered voters in Rubaga Division and else where in the country where elections will take place, shall be eligible to vote at the polling station where they are registered. ‘This shall include all persons whose particulars and photographs appear on the register whether they have a voters’ card or not, as well those persons whose particulars appear on the voters’ register but whose photographs are missing, but can be positively (properly) identified’ he said. He warned the general public that the selling and buying of Voters’ Cards is strictly prohibited and any one caught in the practice will be prosecuted. ‘Holding a voter’s card,’ Kiggundu clarified, ‘does not entitle you to vote unless you are on the Voters’ Register. It is only that person whose particulars appear on the National Voters’ Register for a particular polling station who will be allowed to vote at that station.’ Concerning fears over possible unethical conduct by polling officials, Eng. Dr. Kiggundu said the Commission has already made public the list of all recruited polling officials for scrutiny by the political parties, candidates and the electorate. He asked the public to immediately report any complaint to the Returning Officer or the Commission so that their concerns can be addressed. He appealed to all Ugandans to bring to its attention any acts of abuse of the voters’ card, and any other irregular conduct during the electoral process.

The Dialogue, under the theme: Is failure to institutionalise credible electoral process caused by the weak Constitution, weak electoral laws, leadership failure or unethical conduct?’ was held at Pope Paul Memorial Centre and brought together political party leaders and members of civil society. Commissioner Tom Buruku, represented the EC, and briefed the gathering on the continuous effort being made to improve the delivery of electoral services through revision of certain sections of the electoral laws. He thanked the political parties/organisations, civil society organisations, the international community, voters, and the government for pointing out certain provisions within the existing electoral laws for amendment.

06/03/2009 EU Funded Voter Education Project kicks off… On 23rd and 26th February, 2009, the Commission officially launched the European Union Voter Education funded project in Northern Uganda (Arua and Lira Districts). The project’s aims are to improve voter education starting with the war affected areas. The following activities are to be conducted under the project and in a period of one (1) year:

Two candidates(Ms. Byarugaba Grace Isingoma & Ms. Kyakuhaire Stella Kafureka) contested for the post where Ms. Byarugaba Grace Isingoma (NRM) won with 58,965(Fifty Eight thousand, Nine hundred sixty five) voters, representing 80% and the runner up Ms. Kyakuhaire Stella Kafureka (FDC) polled 14,534(Forteen thousand five hundred thirty four) voters, representing 19.8% of the total votes cast. 9/1/2009 EC CONCLUDES SEMBABULE AND BUJUMBA-KALANGALA PARLIAMENTARY BY-ELECTIONS

In the polls held on 7th January 2009, Bangirana Anifa Kawooya of the National Resistance Movement (NRM) Party polled a total of 26,445 (twenty six thousand four hundred and forty five) votes representing 53.6%, and was declared the new Woman Representative-elect to Parliament for Sembabule District.
Her closest opponent, Kabatsi Joy Kafura (Independent) got 22,373 (twenty two thousand three hundred and seventy three) votes, representing 45.4% of the total votes cast, while Nantongo Lwanga Irene of the Democratic Party (DP) got 474 (four hundred and seventy four) votes representing 1.0% of total votes cast.
Meanwhile, in another by-election held on the same day, Fred Badda of the National Resistance Movement (NRM) Party polled a total of 3,341 (three thousand three hundred and forty one) votes representing 57.8% of the total votes cast to take the MP seat for Bujumba County, Kalangala District. Muyanda Mutebi Peter (Independent) was second with 2,280 (two thousand two hundred and eighty) votes, representing 39.4% of the total votes cast, while Kakooza Joseph Herman of the Democratic Party (DP) came third with 160 (one hundred and sixty) votes representing 2.8% of total votes cast.
21/12/2008 RACE FOR ISINGIRO WOMAN MP SEAT HEATS UP
Campaign meetings for by-election of District Woman Representative to Parliament for Isingiro District in South-western Uganda, have started in high gear. Two candidates, namely, Kafureka Stella Kyakuhaire of the Forum for Democratic Change (FDC), and Byarugaba Grace Isingoma of the National Resistance Movement (NRM), were successfully nominated in an exercise concluded on Thursday 18th December 2008, at the Office of the Returning Officer, Isingiro District. Democratic Party’s Aisha Kaggwa had her nomination papers rejected as she was not a registered voter. Also soliciting for votes are candidates nominated to contest for the various vacancies at local council level in the district. The Returning Officer, Ms. Kashagire Harriet urged candidates and their agents to abide by the set campaign guidelines in order to ensure a peaceful campaign period. She also urged the voters to attend the campaign meetings, in order to hear and compare programmes of the different candidates, which will help them make informed choices. Campaigns are set to end on 17th January 2009, while polling will be held on the 19th January 2009. The Isingiro Woman MP seat fell vacant following the death of former MP, the late Hon. Vicky Kyaka in November 2008. 11/12/2008 THREE CANDIDATES NOMINATED FOR SEMBABULE WOMAN MP RACE
The nominations of candidates to contest in the by-election for Sembabule District Woman Representative to Parliament have been concluded with three contestants vying for the seat. The three candidates are Bangirana Anifa Kawooya of the National Resistance Movement (NRM), Kafura Joy Kabatsi (Independent) and Nantongo Lwanga Irene of the Democratic Party (DP). The two-day nomination exercise was held at Sembabule District Headquarters from 9th- 10th December 2008, and was presided over by the District Returning Officer, Mr. Ngonzi Latif. Campaign meetings are scheduled to commence on Friday 12th December 2008, till 5th January 2009. Mr. Ngonzi called upon the candidates and the people of Sembabule to work together with the Electoral Commission in order to ensure free and fair polls. Polling date has been set for 7th January 2009. 05/12/2008 KASULE SEBUNYA ROBERT TAKES KYADONDO COUNTY NORTH SEAT RO declaring Results Mr. Kasule Sebunya was declared winner of the polls held on 4th December 2008 by the Returning Officer for Wakiso District, Ms. Kugonza Margaret after polling 8,183 (eight thousand one hundred and eighty three) votes representing 42.8% of the total votes cast. Democratic Party (DP) candidate, Bakitte Regina Nakkazi polled 8,123 (eight thousand one hundred and twenty three) votes representing 42.5% of the total votes cast. Nakabuye Pollyne Grace of the Forum for Democratic Change (FDC) got 1,900 (one thousand and nine hundred) votes representing 9.9% of total votes cast. Other candidates in the race were Nakiyaga Amina (Independent) who got 23 (twenty three) votes representing 0.1%;Nsubuga Hamidu Kizito (Independent) got 234 (two hundred and thirty four) votes representing 1.2% while Ssentamu Mukasa Ssewandagi of the People's Progressive Party (PPP) got 636 (six hundred and thirty six) votes representing 3.3% of total votes cast. schedule. 18/08/2008 EC GIVES PARTIES 90 DAYS TO SUBMIT FINANCIAL RECORDS The Electoral Commission has given all registered political parties and organisations a grace period of ninety (90) days to submit written declaration of funding and other assets or risk being de-registered. Section 9 of the Political Parties and Organisations Act (2005) requires every registered political party to annually submit to the commission a written declaration of the sources of funds and other assets. The Section empowers the Commission to de-register, through a High Court order, any non-compliant party/organisation. The Chairman, Electoral Commission, Eng. Dr. Kiggundu made this ultimatum during a meeting with representatives of political parties/organisations, held at the Electoral Commission offices on Thursday 14th August 2008. He noted that none of the 35 registered political parties have fully complied with the provisions of the law, which include declaration of assets and liabilities, as well as submission of audited accounts. Eng. Dr. Kiggundu regretted the apparent lack of knowledge by some political parties about their obligations under the act, as well as seeming reluctance/failure by others to comply with the provisions of the law. He reminded the parties that wel-organised accounting and reporting structures will enable the Commission implement provisions under the new Bill (2008) which include funding of political parties. He emphasised that the Commission shall not hesitate to move to the next stage of enforcement should the political parties continue with non-compliance with the law. The party representatives appreciated the Commission for organising the sensitisation meeting, and pledged to comply accordingly. The Political Parties and Organisations Act (PPOA) 2005 was enacted to make provision for regulating the financing and functioning of political parties and organisations; their formation, registration, membership and organisation. The Act, inter-alia, mandates the Electoral Commission to register and regulate political parties and organisations. 24/07/2008 EC CHAIRMAN ADDRESSES PROBATIONAL POLICE CONSTABLES AT NAMBOLE The Chairman of the Electoral Commission, Eng. Dr. Badru M. Kiggundu, has reiterated that the main role of the Uganda Police Force in the electoral process is to create a secure and orderly environment so that voters exercise their Constitutional rights of determining their own leaders. Being the lead agency responsible for maintaining security during elections, the Police play a major role in determining the freeness and fairness of an electoral exercise. Eng. Dr. Kiggundu made the observation on Wednesday 23rd July 2008, during a presentation on the role of the Uganda Police Force in the electoral process to Police trainees at Mandela National Stadium, Namboole. He stated that the recruitment of more manpower in the Uganda Police Force means more professional personnel will be available to provide security and related logistical support to the Electoral Commission during the 2011 General Elections. Eng. Dr. Kiggundu said that in order to solve this issue, the Electoral Commission submitted a proposal for amendment of the electoral laws to enable election officials, including Election Constables to cast their vote a few days before the national exercise.He urged the new police constables to maintain the good relationship the two institutions have developed over the years. 22/07/2008 EC PARTICIPATES IN AGRICULTURAL SHOW

02/05/2008 LULUME BAYIGA WINS BUIKWE SOUTH SOUTH PARLIAMENTARY SEAT Lulume Bayiga of the Democratic Party (DP) has been declared the new MP-elect for Buikwe South Constituency in Mukono district. Bayiga polled a total of 12,500 (twelve thousand and five hundred) votes representing 58.8%, in the polls concluded on 30th April 2008. Former area MP, Anthony Mukasa Harris of the National Resistance Movement (NRM) Party polled 8,359 (eight thousand three hundred fifty nine) votes, representing 39.3% of total votes cast. The two independent candidates, namely, Gitta Allan and Kimbowa Abdallah polled 171 votes representing 0.8% and 219 votes representing 1.0% respectively. The Returning Officer, Mukono District, Ibrahim Kakembo, appreciated the good conduct of candidates, their agents, voters and election officials for their effort to ensure a peaceful by-election programme. He however, noted the low turn up, and encouraged voters to participate in elections as it is their constitutional right to determine their own leaders. While Buikwe South Constituency has a total of 45,538 registered voters, only 21,852 voters (representing 48.0% of registered 45,538 voters) cast their ballots.The Buikwe South Parliamentary seat fell vacant after Supreme Court found the former MP guilty of bribery. 28/4/2008 Buikwe South By Elections in Final Lap Out of the four candidates who were nominated for the by-election of Member of Paliament to represent Buikwe South, Mukono District, Anthony H. Mr. Lubyayi polled a total of 15,020 (fifteen thousand and twenty) votes representing 52.3%, in the polls concluded on 3rd April 2008. His closest opponent, Kiyingi Deogratius Gonzaga of the Democratic
Party (DP) got 12,363 (twelve thousand three hundred and sixty
three) votes, representing 43.1% of the total votes cast. The Returning Officer, Ms. Joy Birungi Nandaula hailed the candidates
and voters in Bukomansimbi County for their mature and responsible
conduct during the by-election process. She requested the candidates
to work together towards the development of their constituency.

28/3/2004 BUKOMANSIMBI MP CAMPAIGNS ENTER FINAL LAP Candidates’ campaign meetings for by-election of Member of Parliament for Bukomansimbi County, Masaka District, have entered the final week, with all seven candidates canvassing for support from the 53,119 registered voters in the constituency. Seven candidates were nominated to contest for the by-election, namely: Kamoga Sakka W.B, (Independent), Kamulali Nassuna Asiya, (Conservative Party), Kateregga Mohammed (JEEMA), Kiyingi Deogratius (Democratic Party), Lubambula Micheal Kalumba (Independent), Lubyayi Idd Kisiki (National Resistance Movement), Mbaziira Musa (Independent). Campaign meetings started on 11th March and will end on 1st April while polling will take place on 3rd April 2008. According to the Returning Officer, Masaka District, Ms. Nandaula Joy, there hasn’t been any report of public disorder so far during the campaigns. She noted that the candidates have generally conducted themselves well, and called upon the supporters to emulate this spirit to ensure a successful electoral process. The Bukomansimbi Constituency seat was declared vacant on 7th February 2008 when Court ruled that the elected MP had insufficient academic qualifications. 20/3/2008 EC CONCLUDES BUKHOOLI NORTH PARLIAMENTARY BY - ELECTION Baka Mugabi Stephen of the National Resistance Movement (NRM) Party is the new Member of Parliament-elect for Bukhooli North Constituency, Bugiri District. Baka Mugabi was declared winner, by the Bugiri District Returning Officer, Mr. Musimbi Jimmy, after polling a total of 17,010 (seventeen thousand and ten) votes in the seven candidate race concluded on Tuesday 18th March 2008. His closest opponent Mwondha Patrick John (Uganda Peoples’ Congress) got a total of 6,217 (six thousand two hundred and seventeen votes. The third runner up, Basalirwa Asuman (JEEMA) got 3,630 (three thousand six hundred and thirty) votes. Other candidates in the MP race included Onyango Okech John (Independent) who got 341 (three hundred and forty one) votes; Kaziba Aminsi (Independent) who got 61 (sixty one) votes; Kagoya K. Rachel (Democratic Party) who got 116 (one hundred and sixteen) votes; and Gowa Mohammed Sengendo (Forum for Interity in Leadership) who got 225 (two hundred and twenty five) votes. Mr. Musimbi thanked the people of Bukhooli North Constituency for a peaceful exercise and called upon the new MP to unite the constituency for development and progress. The election was overseen by the Chairman of the Electoral Commission, Eng. Dr. Badru M. Kiggundu, and a team of officials from the EC headquarters.
