EXTERNAL JOB ADVERT DISPLAY OFFICERS


The Electoral Commission, in accordance with sect. 25 of the Electoral Commission Act (cap 140) shall display the national voters’ register at each polling station within the parish in preparation for the General Elections 2011.  The purpose of the display is to enable the general public to inspect the voters’ register for accuracy and completeness.  The Commission shall be informed of errors that may be detected in the voters’ register in form of objections raised on prescribed forms.
The Commission, therefore, invites applications from suitably qualified persons with proven integrity and initiative, results oriented, able to work under minimum supervision, and excellent client care to fill vacant positions within its establishment.
Application procedure
Application forms can be picked from the offices of the respective District Registrars/Returning Officers. They can also be downloaded from the Electoral Commission website at www.ec.or.ug . Duly filled application forms should be returned to the office of the District Registrar/Returning Officer not later than 15th July 2010
Copies of academic certificates, a comprehensive CV with 2 referees and day time telephone contact, and two pass-port size photos should be attached to the application form.
A short-list of candidates to appear for interviews will be pinned at the office of the District Registrar/Returning Officer in your district. Successful candidates will be informed through the same office and will be issued appointment letters.
The date for conducting interviews will be communicated to you through the office of the District Registrar/Returning Officer and through announcements on local radios.

Key Responsibilities:

  1. Facilitating registered voters to confirm their particulars and polling stations on the National Voters Register.
  2. Facilitating interested persons to raise objection as to inclusion, omission or correction of particulars on the voters’ register.
  3. Facilitating persons raising objections to fill the prescribed forms.
  4. Facilitating duly constituted Parish tribunals to check and confirm the raised objections.
  5. Make necessary corrections on the register as regards village, polling station, parish and sub-county names.
  6. Keep in safe custody, commission materials and equipment used in the exercise.

APPLICANT SPECIFICATION
Minimum qualifications:

  1. Possession of Uganda Advanced Certificate of Education (UACE) or its equivalent.
  2. A diploma in any field will be an added advantage.
  3. High moral character and proven integrity.
  4. Should be fluent in the local dialect of the community of operation
  5. Having demonstrable experience in handling Public Affairs can be an added advantage.
  6. Should be a registered voter.

Minimum skills and experience.

  1. Professional understanding of technical operation and dependencies
  2. Ability to command respect.
  3. Considerable knowledge and exposure to the challenges involved in electoral activities.
  4. Excellent communication, interpersonal and team-work skills.
  5. Capacity to work with senior personalities in different occupations.
  6. Analytical and problem solving skills.
  7. Past or current experience in teaching or community mobilization.
  8. Ability to train.
  9. Ability to work under tight deadlines.
