Mode of application:

Duty station: Electoral Commission Headquarters
Directorate : Finance & Administration
Reports to : Head, Administration
Terms : Four years (Renewable) contract
Salary Scale: ECS3
Job purpose: To assist Head, Administration in ensuring that resources and logistics are properly identified, distributed, utilized and accounted for.
Key Tasks:
- Deputizing the Head of Department
- Monitor the implementation of security arrangements at the Commission offices.
- Ensure timely and efficient provision and maintenance of transport facilities / fleet management.
- Plan for the provision of office supplies, travel and transport logistics.
- Ensure development and maintenance of up to-date inventory of Electoral Commission property.
- Monitor the implementation of communication services in the Commission.
- Responsible for the implementation of the maintenance plans for office buildings and space utilization.
- Act as Secretary to Management Committee Meetings.
- Any other duties as officially assigned from time to time.
Minimum qualifications
Applicants should be Ugandans holding an Honors Bachelors Degree in Arts or Social Sciences, Development Studies, Human Resource Management, Management, Commerce (Management Option) or Business Administration (Management Option).
Preferred additional qualifications:
A Post Graduate Diploma in any of the following disciplines: Public Administration, Human Resource Management, Management from a recognized Institution, and a Certificate in Administrative Law.
Minimum Experience:
Applicants should have at least 6 years relevant working experience in the field of Administration, 3 of which should have been gained at a Senor level in Government or equivalent level of experience from a reputable organization.

VACANCY : Principal Election Officer, Legal
Duty station: Electoral Commission Headquarters
Reports to : Head, Legal
Terms : Four years (Renewable) contract
Salary Scale: ECS3
Job purpose: Assisting the Head of Department in tendering legal advice to the Commission and handling all legal matters.
Key Tasks:
- Reports to Head, Legal.
- Assisting the Head, Legal in the day to day administration of the department.
- Training Election Officers on Electoral Laws and the electoral process.
- Assisting the Head legal in drafting contracts and agreements.
- Liaising with the Attorney General’s Chambers.
- Handling election petitions, in conjunction with the Head of Department.
- Following up of Parliamentary debates.
- Any other duties as assigned.
Minimum qualifications:
Applicants should be Ugandans holding an Honors Bachelors Degree in Law plus a Post Graduate Diploma in Legal Practice from a recognized institution.
Minimum Experience:
Applicants should have at least 6 years relevant working experience in the field of Legal Practice, 3 of which should have been gained at a senior level in Government or equivalent level of experience from a reputable organization.

VACANCY : Principal Election Officer, Human Resource Management

Job purpose: To assist Head, Human Resource Management in interpreting and implementing various aspects of the personnel policies, rules and regulations.
Key Tasks:
1. Deputizing the Head of Department
2. Assist in the preparation of draft budgetary estimates and staff proposals.
2. Manage establishment and staffing control information system.
3. Administer the payroll
4. Preparation of periodic reports for the Human Resource Department
5. Supervision of sectional activities and staff
6. Interpret various aspects of the personnel policies, rules and regulations
7. Ensure adherence to personnel policies, rules and regulations
8. Approve staff leave
9. Identify staff training needs and compile the organizational Training Plan
10. Provide timely advice to Head, Human Resource
11. Assist in the evaluations and recommendations of the most qualified and suitable staff to recruit.
12. Any other duties as officially assigned from time to time.

Job purpose: Assisting the Head of Department in the preparation of all periodic and statutory reports, and in administration of the department.
Key Tasks:
- Deputizing the Head of Department.
- Overall supervision of day to day departmental operations.
- Coordinating departmental functions; Commitment Control, Examination, Salaries, Bookkeeping, Cash office, Accountabilities.
- Responsible for Cash Office.
- Verification of financial documents.
- Assisting in producing accurate, timely periodic accounts / returns (monthly and final accounts).
- Responsible for periodic financial management reports.
- Maintaining the Assets Register.
- Liaising with Senior Election Officer / Stores, on proper stores management.
- Coordinating drafting, preparation and implementation of budgets.
- Any other duties as officially assigned from time to time.
Minimum qualifications:
Applicants should be Ugandans holding an Honors Bachelors Degree in either Commerce or Finance or Business Administration (Accounting Option) with full professional Accountancy qualification, e.g. ACCA or CPA obtained from a recognized institution and accredited by the Institute of Certified Public Accountants of Uganda.
Minimum Experience:
Applicants should have at least 6 years relevant working experience in the field of Accounting, 3 of which should have been gained at a Senor level in Government or equivalent level of experience from a reputable organization.
